Your word count issue comes from a bug in the way openoffice counts words. Ex: “Hello” counts as two words. I think the bug only applies to quotation marks, but I could be wrong. I use an external counter when it bothers me.

The newest version of LibreOffice counts correctly. The one I have running on this machine is off. I’ll adjust my starting word count to use the Scrivener counts.
