    Thinking about smuggling and thought of The Scarecrow of Romney Marsh. Got me thinking. Smuggling usually involves illegal goods or avoiding tariffs. Sympathies work if the illegality is widely challenged or is caused by an unfair monopoly or restrictive regime. Same thing applies to tariffs. Industrial scale smuggling amplifies the risk/reward but may be necessary for the story.
