Could it the the TJCPT’s lack of regulation that causes odin to start a new station? He has witnessed some tragedy or problem that has yet to be addressed by the law and it nearly kills him or someone he loves, possibly what strands him in space? You could also kill his wife but you aren’t basil sands. This would allow you to contrast the way he begins the outpost-with goals of a better place- and how it degrades to the point where they give the cartridges to the sarcastic voice.
